PAY RANGE:
KGS-11: Between 26,670 won and 43,101 won per hour
TOUR OF DUTY: 40 hours per week
AREA OF CONSIDERATION: All current Installation Management Command (IMCOM) permanent KN employees in Area I and Area II serviced by Civilian Human Resources Agency - Far East Region for reassignment and change to lower grade. No promotion may result from this announcement.
NOTE: Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. Relocation allowance will be authorized for the selectee from Area I and II IMCOM if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met.
MAJOR DUTIES: Serves as the General Engineer assisting the master planners in all planning issues, overall project management and control, and coordination. Conducts studies, provides technical analyses, and evaluates construction projects being developed for inclusion into the Military Construction program, Special Projects programs, Host Nation Funded Construction program, or other programs that might be developed in support of command initiatives. Performs surveys and field investigations to determine existing condition of facilities and layout information, obtaining equipment data, dimensions, etc, and making design checks. Analyzes and interprets contract drawings and specifications. Coordinates the planning, design, cost engineering, construction, renovation, and environmental restoration, etc., for engineering projects of substantial scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public issues. Projects managed are complicated by responsibility for projects in different locations or under the control of different managers; multiple-party interest; or compliance with numerous statutory, regulatory, and procedure/restrictions and jurisdictions. Special projects may include local flood control projects, reconnaissance projects, feasibility studies, protection projects, rehabilitation projects. Controls and manages project milestones and budgets from planning through construction and initial operations. Allocates project funds to DPW elements consistent with progress attained and measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to assure charges are authorized and appropriate and identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Reviews project progress measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Based on performance trends, forecasts schedule, budget, manpower, or quality problems and ensures proper resolution of issues raised. Reconciles customer concerns assuring that all participating parties are informed of project progress, issues, and impacts. Reviews and approves, within authorities provided, project cost and schedule changes. Endorses authority and responsibility to challenge those products. Manages project contingency funds to ensure efficient and effective utilization. Represents the Director of Public Works serving as the DPW's primary point of contact for projects assigned with customer; and local government agencies; other external organizations; and higher authorities. Responsible for keeping the customer fully informed of project progress, issues and their resolution, and any impact on costs. Performs other duties as assigned.
QUALIFICATION REQUIREMENT:
EXPERIENCE: One year of professional experience at grade level of KGS-9 or equivalent.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
BASIC REQUIREMENTS: Applicants must have completed a full 4-year course of study in a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered, or possess class I professional engineer license in the field related to the job for which being considered.
ENGLISH LANGUAGE COMPETENCY: The approval of management panel to determine English conversational skill is required.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Three full years of progressively higher level graduate education leading to a doctorate degree in an appropriated field is qualifying for KGS-11.
