PAY RANGE:
KGS-5: Between 17,407 and 24,972 Won per hour
KGS-7: Between 21,678 and 31,287 Won per hour
KGS-9: Between 25,759 and 37,318 Won per hour
TOUR OF DUTY: 40 hours per week
AREA OF CONSIDERATION: All current USFK KN employees serviced by Civilian Human Resources Agency – Far East Region (CHRA-FER)
NOTE: 1.Target grade of this position is KGS-9. If the position is filled at the lower grade than target grade, the incumbent may be non-competitively promoted to target grade upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. 2. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 3. For Area II applicants: Selectee for this position may be eligible for relocation allowance if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. 4. This position has been designated as essential to the basic military missions or safety and protection of human life and property under the SOFA Joint Committee Memorandum of 29- Aug-1974, at the 97th SOFA Joint Committee meeting. The occupant of this position is prohibited from participation in any collective labor disruptive actions. Participation in such action will constitute grounds for disciplinary actions as provided under the provision of USFK 690-1, USFK-KEU Labor Management Agreement, and Article XVII of the SOFA. 5. Required complete training and obtain IAT Level certification within 6 months of employment IAW DoD 8570.01_M.
MAJOR DUTIES: Serves as Information Technology (IT) Specialist performing a variety of technical work in support of computer systems, local area networks, and telecommunications systems hardware, software and associated peripheral equipment. Performs troubleshooting and applies knowledge of computer systems, computer techniques, methods, and procedures to assist in resolving user problems. Provides technical assistance in resolving hardware, software and networking problems related to information technology systems. Participates in installation of computer systems, including hardware, software and related network communications equipment. Resolves problems or confers with a higher grade specialist on difficult matters. Makes recommendations for change in procedures and methods for corrective action to optimize procedures in managing computer systems. Maintains the various operating systems and installs modifications and updates. Assists in the review and evaluation of existing technical support procedures. Provides technical assistance on network access, e-mail, and other network interfaces which connect to the various operating systems. Maintains Active Directory domain accounts, licensed software, and NEC supported commercial software packages. Brief newcomers on forms and training necessary to obtain Korea accounts. Assists users in obtaining Korea Active-Directory domain and e-mail accounts while maintaining attention to detail and enforcing regulatory requirements and stringent policy standards. Perform adds, moves, and changes to user account objects in support of Active-directory. Evaluates system requirements to determine hardware and software needs and prepares new and replacement systems for customers. Assist in determining computer equipment and software requirements for the command and for individual users. Installs updates and configures new PC to include printer hardware and software. Interprets policies procedures, conducts studies and recommends changes in regulations, directives, policies, instructions and special guidance related to the work of the organization in relation to the various systems supported by the NEC. Receives and reviews all trouble call reports to ensure pertinent information required for subsequent incident resolution is obtained from the reporting activity. Manages and resolves computer, printer, network, and telephone trouble requests by telephone, e-mail and incident management tickets. Reviews and researches customer requests and solves or escalates issues. Provides touch labor if needed to solve issues which cannot be fixed remotely. Constantly prioritizes requests, projects, and other tasks. Tracks open incident tickets and tasks and keeps customer informed of status. Performs other duties as assigned.
QUALIFICATION REQUIREMENTS:
a. EXPERIENCE:
KGS-5: Three years of general experience.
KGS-7: One year of specialized experience at grade level of KGS-5 or equivalent.
KGS-9: One year of specialized experience at grade level of KGS-7 or equivalent.
GENERAL EXPERIENCE: Progressively responsible administrative, professional, technical, investigative, or other substantive experience, one year of which was equivalent to at least the next lower grade, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively in English, both orally and in writing.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
b. ENGLISH LANGUAGE COMPETENCY: The approval of management panel to determine English conversational skills is required.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. Successful completion of study at a ROKG authorized or recognized college or university in any field may be substituted for general experience at the rate of one academic year of education for nine months of general experience. A full 4-year course of study resulting in an undergraduate degree is qualifying for KGS-5 level. 2. One full academic year of graduate education in a field related to the position being filled may be substituted for one year of specialized experience required at grade KGS-7. 3. Each full academic year of graduate education in a field related to the position being filled may be substituted for one year of specialized experience up to a maximum of two years graduate education for two years specialized experience. A master’s degree in an appropriate field is qualifying for directly related KGS-9 positions provided testing and any licensing requirements are met.
