PAY RANGE:
KGS-5: Between 17,407 and 24,972 Won per hour
KGS-6: Between 19,555 and 28,151 Won per hour
KGS-7: Between 21,678 and 31,287 Won per hour
TOUR OF DUTY: 40 hours per week
AREA OF CONSIDERATION: All current USFK KN employees
NOTE: 1.Target grade of the position is KGS-7. If the position is filled at the lower grade than target grade, the incumbent may be promoted to target grade non-competitively upon satisfactory completion of the job requirements, recommended by the supervisor and subject to meeting time-in-grade and qualification requirements. 2. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 3. For Area II applicants: Selectee for this position may be eligible for relocation allowance if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance.
MAJOR DUTIES: Serves as the Records, Publications, and Forms Management Officer for the 719th Military Intelligence Battalion, 501st Military Intelligence Brigade responsible for (1) administering, surveying, and evaluating the records, publications, and forms management programs; (2) provides duplicating and copying services; (3) maintains central publications library; (4) requisitioning, receiving, and distributing publications and blank forms. Develops, administers, and reviews the Army Records Information System (ARIMS) program for the Battalion. Fully participates in the establishment of local policies and procedures, consistent with governing regulations for the implementation of the Battalion records management program. Submits draft regulations, standing operating procedures, and other publications for supervisor's review prior to release for application. Provides staff and technical assistance and guidance to operating officials in the administration of the records management program. Maintains surveillance over disposition schedules, retirement of files, and required reports. Conducts quarterly inspections of the battalion and subordinate company filing systems to insure compliance with regulatory guidance, providing on-the- spot guidance to inspected personnel. Prepares report of findings indicating deficiencies and required corrective actions. Studies functional files patterns, identification and arrangement, sub-division, disposition instructions and cut-off dates. Determines requirement of current files, adequacy of established files for specific functions of the organization, the need for additional files to improve existing filing systems, and makes recommendations accordingly. Maintains a central reference library which consists of publications issued by DOD, DA, USFK/8A, 719th Military Intelligence Battalion, and 501st Military Intelligence Brigade. Insures all publications on hand are kept current by posting changes and adding or withdrawing superseded or rescinded material. Screens all publications on hand against new indexes received to insure that all publications on hand are current. Conducts file searches to locate requested publications from information on a particular subject. Maintains a suspense system for loaned reference and insures their return. Serves as the Battalion Publications Officer responsible for the preparation and submission of the DA Form 12-series pinpoint distribution of publication for 719th Military Intelligence Battalion, 501st Military Intelligence Brigade. Directs the preparation and review of all DA Form 12- series for the companies subordinate to 719th Military Intelligence Battalion. Administers the battalion forms control program. Is responsible for review, approval, standardizing, designing, redesigning, simplifying, consolidating, and numbering of all local forms and form letters. Reviews proposed new and revised forms and form letters for possible duplication and relevance. Insures that necessary numerical files, internal and external, are maintained as prescribed in DA Pam 25-403 and DD Form 67 (Form Processing Action Request) is staffed through the Reports Control Officer when applicable. Performs other duties as assigned.
QUALIFICATION REQUIREMENTS:
a. EXPERIENCE:
KGS-5: One year of specialized experience at grade level of KGS-4 or equivalent.
KGS-6: One year of specialized experience at grade level of KGS-5 or equivalent.
KGS-7: One year of specialized experience at grade level of KGS-6 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
b. ENGLISH LANGUAGE COMPETENCY: The approval of management panel to determine English conversational skill is required.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-5.
