PAY RANGE:  Between 29,670 Won and 43,101 Won

 

TOUR OF DUTY:  40 hours per week

 

AREA OF CONSIDERATION:  All current Installation Management Command (IMCOM) permanent KN employees in Area I and Area II serviced by Civilian Human Resources Agency - Far East Region for reassignment and change to lower grade. No promotion may result from this announcement.

 

NOTE:  1. Area of consideration for this announcement has been set IAW Memo, IMPC-ZA, dated 28-Oct-2019, SUBJECT: Recruitment of Korean National Employees. 2. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. 3. Relocation allowance will be authorized for the selectee from Area II and IMCOM, Area I if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. 4. This position has been designated as KN EMERGENCY-ESSENTIAL (MISSION ESSENTIAL). KN EE (ME) Position Agreement Form (USFK Form 200EK) must be signed prior to appointment of the selectee for this position.

 

MAJOR DUTIES:  Manages professional engineering technical work in a specialized work related to die construction/major repair of building structures, bridges, drainage systems, streets, wads, operation self help store, pest control, inspection all type of in house projects and all self help projects, purification and water and electrical distribution systems and other various structures at the Forward Operating Site, Camp Carroll. Determines, in consultation with Division Chief, the emphasis to be placed on divisional programs, to include what programs should be initiated, dropped or curtailed. Assigns projects based upon consideration of work involved; reviews work in progress or upon completion by reports, conferences, and field inspection. Evaluates the adequacy of completed work; develops means of reducing or controlling costs and improving services. Provides justification for major expenditures for equipments facilities, etc. Studies the immediate and long-range requirements of the Division, and based upon these requirements, budget and funds needed. Continually evaluates the adequacy of the Operations and Maintenance Division program. Develops, and establishes local policies, procedures for the operation and facility master plans, including preventive maintenance programs, check-list, and training programs. Interprets current directives on implementation of the Operations & Maintenance (O&M) program. Integrates the various projects assigned to the Division and sections to include emergency, normal day-to-day operations and scheduled maintenance. Utilizes engineering technician skills and knowledge in performing the O&M program as directed by the Operations & Maintenance Chief. In addition, personally reviews those civil portions of the O&M program, with particular emphasis on the review of civil design and the administration of those civil phases of A/E work. Insures that materials, structures and equipment used or proposed are in accordance with national and local codes. Reviews project plans and specifications for overall accuracy, completeness and conformance with sound engineering principles. Modifies/makes recommendations for modification and revision of plans, blue prints, sketches and specifications. Prepares or reviews cost estimates for a variety of engineering works projects of multiple use nature, or military construction projects in different geographic locations with different climatic conditions and land characteristics. Visits project work sites to ensure compliance with plans and specifications, to chock on work progress and to investigate problem encountered. Provides assistance and guidance to supervisors in the handling of special problems and in adapting plans and specifications to local conditions. Provides assistance in the procurement of material, personnel, and required equipment. Is technically responsible for the test, acceptance of new buildings & structures and utilities, inspection, implementation of new programs and related operations and facilities. Represents the DPW in matters to include COR or ACOR responsibilities for a variety of contractors. Performs on-site inspections of facilities with responsible Corps of Engineering representatives during and completion of construction to verify compliance with contractually established standard requirements. When directed by the Division Chief discusses contact problem with contractor and representative of the manufactures and meets with representatives of engineering firms and technical representatives of higher headquarters and other government agencies in efforts to review, investigate and evaluates the technical problem. Recommends changes to services, such as additional contractor added facilities, based upon capabilities and reliability, economical methods of procurement evaluation of costs and acceptance final inspection all of contract projects. Full responsibilities to operation self-help store, and self-help projects to provide technical advice, and final inspection. Provides direct supervision and sets work priorities and prepares schedules for work completion; establishes standards of performance; evaluates staffing assigned and submits justification and recommendations for changes to supervisor, assigns work to subordinates in a manner to meet workload requirements; provide instructions and explanations of tasks and job techniques; checks on progress of work; reviews and accepts, modifies or rejects work and assesses adequacy of work output and services; corrects deficiencies, as appropriate, and insures timely completion of assigned special projects. Initiates recommendations as to selection, promotion, transfer, commendation, training and discipline of subordinates. Evaluates employees’ performance and keeps them informed on progress. Performs other duties as assigned.

 

QUALIFICATION REQUIREMENTS:  

 

EXPERIENCE:  One year of specialized experience at grade level of KGS-10 or equivalent.

 

SPECIALIZED EXPERIENCE: Progressively responsible technical experience in the specialty field in which the duties of the position are to be performed or in closely related lines of work. This experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

 

ENGLISH LANGUAGE COMPETENCY:  1. The American Language Course Placement Test (ALCPT) score of 60 is required.  2. The passing score of former English Language Proficiency Test (A series) may be substituted for ALCPT requirement.  3. The TOEFL score of 450 (or 133 on the computer-based test) or TOEIC score of 550 may be substituted for ALCPT requirement.  Applicants must indicate the TOEFL/TOEIC score on the application (item #17) and submit official copies of test scores.  TOEFL and TOEIC scores are valid for two years from the exam date. TOEFL scores must be provided to the CHRA-FER from the ETS.
